I think there's value in indexing under varying degrees of normalization (downcasing/unaccented/transliterated/etc) because sometimes the difference is significant (i.e. Buffalo and buffalo). For that matter, my search engines generally also index under soundex and metaphone normalizations, and there are other methods for other languages.
