Found the likely cause. Testing using several different images, only approximately 1%-4% of the pixels result in a memoization cache hit, meaning that the cache isn't hit enough to overcome the overhead of calculating hashes for every pixel and dictionary lookups.
Looks like the best choice here is to not memoize.
