It has been tested with lib-turbojpeg >= 2.1

For windows, it actually fails because you have not set the env variable 'TURBOJPEG'.
E ValueError: Enviroment variable 'TURBOJPEG' needs to be set to turbojpeg bin path.
Ubuntu 20.04 is still on turbojpeg 2.0 so you have to add it by downloading a more recent .deb and install it with dpkg.

Awesome. I'll fix the ci PR for ubuntu and windows then.
Maybe the Turbojpeg_patch class could raise an Exception if the minimum turbojpeg version doesn't match?
