I am realizing that some sets are automatically generated on GAMS side (or when I run to_gdx()?), and this renewable_tec is one of those. I see the parameter definitions already have these auxiliary parameters in italic on https://messageix.iiasa.ac.at, which was easier to recognize. Why don't we use the consistent notation for the set definitions?
And can anyone let me know where and how this renewable_tec is actually generated?

Problem solved (thanks to Behnam).
For the new renewable implementation, I wasn't aware I had to define the set 'level_renewable', which I didn't have to earlier for Russia model (because Behnam already set it in the Russia reference scenario.)
And when this set was not defined, it doesn't know what level we use for renewable model implementation. Now with that set filled in, it compiles 'renewable_tec' correctly. Lessons learned.
