Yes, we'll probably publish it on NuGet eventually, but at the moment it's still a work in progress with frequent breaking changes. Some areas are stable enough to be used, but others aren't, so I don't feel comfortable creating an official "release", not even a beta version.

I got interested in NuGet again, so I have published NRefactory on nuget:
http://nuget.org/packages/ICSharpCode.NRefactory
Please be aware that there might be breaking changes in future 5.0.0.x releases. You might want to constrain your dependency specification to work only with a specific NRefactory version.
