It actually works with IE11. IE11 uses navigator.language. The issue is that similar to Safari, IE11 requires that you change the OS language. The added wrinkle for Windows is that you need to log out of the OS and log in again to see the change. Additionally, if you have the language preference stored in local storage it has to be cleared and the page has to be reloaded. In order to clear local storage in IE11 you have to type and enter localStorage.clear() in the developer tools console. After doing all of the language showed up as expected.
