The Transifex integration with projects is to run "tx pull" to get translations from Transifex and then commit into the source code, and "tx push" to upload po files with updated template to Transifex. It is not automatic, requiring action from the maintainer.
Having that said, it seems translations were updated 9 months ago, including zh_CN. I guess this issue could be closed?
