Yes, I considered that, but couldn't think of anything better. Any votes?
Implementing whatever you want should be easy with cleveref.

Just "\S x.y.z and \S u.v.w" would do.

The traditional plural of § is §§, as I remember — eg “§§ 3.14.1, 5.9.2”. Second para of the wikipedia article confirms this.
