As another datapoint - we were facing the same issue using v0.11 (a very old 😬 version) of the honeycomb provider.
Upgrading to 0.21.0 caused the same issue, but using 0.19.0 fixed the issue.

Faced the same one today. I guess https://github.com/honeycombio/terraform-provider-honeycombio/blob/main/client/burn_alert.go#L52 should use List Type based on similar issue https://github.com/hashicorp/terraform-provider-cloudinit/pull/103/files.
