After discussion in #54 it has been determined that it would be best to create a lockout variable if the website is using Azure Env Vars (App Settings) to configure the secrets. This lockout variable will notify the website if the host user is allowed to edit the configuration or not

We should add some type of wizard that denotes if the website is using Azure Environment Variables or if the website is going to use a secrets.json file

There should be a flag or note where the secrets were downloaded from
- secrets file
vs
- azure env vars
from dnn.keymaster.
