Unstripped binaries and libraries are nice for use with gdb (depending still on how ruby was compiled, eg if -g made it into CFLAGS but I'd guess that is not normal). So if buildpack rubies were stripped and you had a core dump you wanted to use with gdb you wouldn't get as much info out of it.
It is possible to save the debug symbols separately, as Debian/Ubuntu do, so you can combine the stripped files + the debug files for use with gdb. Figuring out how to do this for the buildpack would take some research if that's a case that needs covering.

For 2.0.0, configure.in changed so when gcc is used -ggdb3 is used. This results in huge binaries and shared libraries. To at least help the situation there, configure should be run like so:
$ debugflags="-g" ./configure ...from heroku-buildpack-ruby.
