How would you want to make this more clear? It's basically, the version of ruby has changed and then we print out both the old and new versions. We rebuild the cache in case there are any native extensions that need rebuilding. I'd be open for better wording or suggestions!

If there's a new and old version then thats enough for me. When I first noticed the message there was no version information included.

I feel this is very explicit:
