Apparent sign reversed on Longitude about hebcal

It is clearly indicated in the documentation that Positive
longitudes are WEST longitudes. While this may be
construed as a bug, it's unlikely to change.

The first two examples cited here correctly reflect this
behavior, although the second example is bad input, and
hebcal should reject it.

HEBCAL_OPTS is functioning properly in my tests, do you
have a case where it isn't? I'll post a follow-up
feature-request to reject inputs where the longitude value
and the timezone have the same sign.
