It is a Base64-encoded, XZ-compressed tarball. You can extract it by pasting into base64 -d | xz -d | tar -x.

Merging applying default configuration values and overriding them with local configuration values seems a perfect use case for https://github.com/darccio/mergo. Do you have any objection to using mergo and therefore adding it as a dependency of remco?
