Okay, did some digging. What's in your tsconfig? Make sure your target is set to at least es6 (default is es3). I think I'll need to include that in the docs somewhere.

Changing the target to es6 fixed it (tsc --init defaults to es5 in typescript 4.3.4 where it resolves to BaseError for both) Appreciate you looking into it as I just quick threw together a new project to check it out and had not done much for configuration. That also fixed the type error with the empty errors object as well, thanks!
