This is most probably caused by dangling network settings in docker. I have never seen it before though, and it has not been reported for Windows (yet) from the docker community. I just found this:

docker/compose#3277

Try to remove all containers (except the dynamic data one, if that contains any data you want to keep), then try to remove all networks:

$ docker rm $(docker ps -aq) # this removes all containers
$ docker network rm $(docker network ls -q) # remove all networks

It can't hurt to restart Docker either. You're using Windows 10, and Docker 1.12.1?
