Fairly easy: run ghc-pkg to find the value of haddock-interfaces for each package on which we depend, and pass this to haddock in the form of --read-iface options.
However, this will cause the documentation for this package to link to the other installed docs, which might be wrong if we plan to ship this as a binary dist to a system that has the docs installed in a different place. We need to think through the ramifications of this.

Haddock can now do this itself by asking ghc-pkg. Cabal does now pass flags to haddock to tell it to look for all dependent packages.
