Put emacs on the secotrec image please? about keredofi

I want to use emacs to edit this file. I am not using epidisco, I'm writing my own workflow. I should not have to download emacs to edit this file.

The docker setup will go away from the secotrec README.md, it's impossible to get something generic enough.

There will be instructions to setup secotrec-gke-only with the epidisco-dev images.

What about someone who wants to use secotrec w/o epidisco?

@hammer it just there installed as a library; just like a Vim user doesn't care about Emacs being installed.

It would be nice to have nested images that build on each other; putting emacs into the secotrec-default image makes for a better user experience for someone who doesn't need epidisco. We can also have epidisco-dev that builds on secotrec-default.
