After digging into the code, I found, that 'BlockLocalFileAccess' in 'LoadSettings' (which can be applied to 'ObjectSettings'), can be set to 'false', which also solves the issue.
Please ignore my advice in the previous comment.
It might still be confusing for some people, because since 0.12.6 of wkhtmltopdf, local file access is blocked by default, therefore the comment for the default-value for 'BlockLocalFileAccess' should be 'true'.
I just opened a pull request for this change: #32
from wkhtmltopdf-dotnet.
