Not yet. The first step is to implement the Serializable interface of Guzzle\Service\Description and Guzzle\Service\Description\ApiCommand with JSON data. I'll see what I can come up with in the next few days.

Now that service descriptions can be included PHP scripts, there isn't really a need to add service description caching as an opcode cache can handle this really well. This made more sense when service descriptions could be defined as XML, but PHP scripts with opcode and JSON being more lightweight make this unnecessary IMO.
