This will do it:
<style type="text/gss">
#a[center-x] == #b[center-x];
#a[center-y] == #b[center-y];
#a {
background: red;
width: == 200;
height: == 200;
}
#b {
background: blue;
width: == 100;
height: == 100;
}
</style>
I really need to an introductory tutorial! GSS constraints live in another world from normal CSS, which means you have to provide a explicit information about every constrained element's position and size - this is the most common gotcha: "underconstrained" layouts. Initially, if things aren't aligning, it likely means that you need to add more explicit constraints...

a more complex example:
http://gridstylesheets.org/demos/apple/
as you change screen size, notice how blue button has weak constraint to stay in middle of panel but stronger constraint not to get too close to other buttons, and at certain screen size button constraints dictate panel width.
reopened issue for visibility & info before tutorials...

@d4tocchini it might be interesting to start compiling the Q&A under the Stack Overflow "gss" tag. Makes them more discoverable than GH issues
