Further testing revealed that only a VBV Buffer Size of exactly 1000000 works fine. The rest straight up fails immediately and causes visual artifacts.

I have been unable to properly reproduce this again. Either this is caused by other things running side by side with encoding (Steam stuff, Valve games or anything using hardware decoding) or it was a one time issue. I will continue trying though.
