Update: Further testing revealed that it seems that either the RTMP stream is corrupted or that Twitch is not parsing it properly. Can't really test as it doesn't happen for me at all - this could also be due to some vendors overclocking the cards with no respect for the Video Encoding part of GCN.
Also the user reported that it happens with Deblocking Filter enabled too, so I'm not even sure where to look for the actual cause.

Reproduced this while streaming to YouTube, but i think the issue only happens with certain settings. Still unsure what exactly causes it.

Managed to fix it by having the RTMP timestamps match what would be expected in a reordered stream.
