Settings > Display > Scale & Layout
There are 2 options to change the scale one is with the dropdown, and the other one is when you click the arrow on the right which is custom scaling.
I tried it with both, the normal one with the dropdown and the custom scaling option. Both give the same problem.

i don't understand why you need to use custom scaling at the OS level?

Sorry for the late answer, I have been busy.

Eye strain, applications are too small when using 100% scaling on a 1440P 27 inch monitor. And while I can use for example the setting to increase text size it doesn't affect all applications , hence why I use the scaling option for it.
Did some more testing by the way and it seems this happens when using Scale type: Fit width
For example on one chapter it will go to the next chapter when the width is on 30%, but when I change it to 25% it stops working.
Also for another chapter it doesn't work on 25% but it will go to the next chapter when I change it to 30% for example.
Another thing, when I bring the window to my 1080P monitor which also uses 125% because of "Custom Scaling" it goes to the next chapter no matter which percentage am using.
This happens on Firefox. With browsers like Chromium or Edge it works without a problem.
