These labels could annoy repository maintainers that don't use these labels. The maintainers won't be able to remove the labels (they will be readded the next night).

This bot is installed on ~800 googleapis and 25 GoogleCloudPlatform repos and is only needed by a handful of repos.

I see why having per-repo configs is attractive, but synchronizing per repo-configs would be nearly as much as work as just manually synchronizing the labels across the repos.

Indeed, maintainers who don't care about DEE would be annoyed if they tried to remove these new labels. But would they ever bother to try? When? Why?

How would my own experience maintaining our github repos change if we added these labels? The only difference I see is that the scrollbar in the following drop down would get a wee bit longer. I don't think I've every actually scrolled all the way to the bottom.

So adding these labels would have zero impact on my own work. I'd never even know they were there had I not seen #5032.
