Unable to build tests on windows about libultrahdr

@mcDandy Is this on the latest or tagged version? On latest i have tried and not seeing any issues.

In this job, Visual Studio 17 2022 is used for building, it passes. You can check the command used in configure.

On a PC. I have Visual Studio Community 2022 17.10.0

I copied the build commands exactly (apart of paths) but it is still failing when building tests.

Is it becouse I am using newer MSVC? I use MSVC 19.40.33808.0

Fixed by deleting and cloning again and updating visual studio which updated MSVC to 19.40.33811.0.
