Ran into this issue as well. Solved by adding a default index layout at docs/layouts/_default/index.html.

Actually, that's not the right fix. Someone has introduced a bug where this is being required, even though the docs site itself doesn't have any indexes and consequently shouldn't depend on this file being present.
So that will work, but it's not the right long term fix.
