What URL is it downloading? What version of the cookbook are you on? What

Ran in to the same issue of receiving a 403 running on windows and find out that it's caused by the URL had no version.

Been fixed by providing latest if no version is specified. Please re-open this if you have any issues with the latest version of the cookbook
