I am not sure about your issue, I am guessing it is a problem with your program.
Read the database/sql manual. https://pkg.go.dev/database/sql#Open

Open may just validate its arguments without creating a connection to the database. To verify that the data source name is valid, call Ping.

You need to call db.Ping() or db.Execute("select 42") to verify the settings you specified is correct. It is database/sql design.
