Open source and third party licences about goe

1. I suspect an Apache 2.0 would be the most appropriate.

2. I see some variation in how this is currently done. In some scripts we get the licence tag before the "about" comments and in others we get the "about" blurb first. The SQL files have a different approach. I think for consistency, we should use a # LICENSE_TEXT tag throughout and always as a 2nd line of the file. For SQL, we currently have:

-- some_file_name.sql
--
-- LICENSE_TEXT
--

To be consistent, this should be:

-- some_file_name.sql
/*
# LICENSE_TEXT
*/

3. Interesting, because I don't see anything in any of the 3 repos we were told about on our OSS call or in the DVT repo.

Note that copyright notices will be required in all stdout and logs, including the Pyspark script that is generated by offload.

A few files require the removal of "Gluent" (the subject of issue #77), but as they are related to licensing, I've deferred them to this issue. Files affected are:

• goe/LICENSE.txt
• goe/Makefile

The following files need to be resolved when the appropriate GitHub org/repo is determined (which will be in tandem with the licensing decision):

• goe/pyproject.toml
• goe/src/goe.egg-info/PKG-INFO
