Finally found my error. Entirely my fault, as I'm a newbie in Swift.
I created a very small PR #388 to save other newcomers some hours.

If I remove the .target.dependencies
array, I get
warning: dependency 'secp256k1.swift' is not used by any target
Then, if I add secp256k1.swift
to it, I get
error: 'ecies': product 'secp256k1.swift' required by package 'ecies' target 'ecies' not found.
