If we put this in requirements.txt for pip, would this tie to lxml as a hard requirement? Or should we put a workaround in the code if lxml is found? cc @kwilcox

OWSLib doesn't require lxml, it will just make things faster. Some of the recent WFS code that was written depended on lxml functionality and should be replaced with the common etree interface. The tests pick these failures up, I just haven't had any time to clean them up.
Regarding supporting an older lxml, I'll look into it. I think it would be best to test the version of lxml in the code and register the namespaces differently. Adding lxml to requirements.txt will remove support for jython and pypy.

This was fixed in 7453eb4
Tests now pass with lxml==2.2.
