I also think that the ContainerResource should be removed and a parent resource field getter/setter added to the Resource interface. The main reason for doing it this way is because from a getting policy view we only need to find parent resources, rather than child resources. The only time we will need child resources, is if your resource service needs every resource to be registered as you are not making use of existing file system's to discover data.
