TCP is only used for RTSP control. Check if the packetizer is receiving data from MediaRecorder or MediaCodec which u are using. Also try making the thread priority NORMAL instead of HIGH. Android does not like HIGH priority threads since at the linux level each process gets one thread affinity, which means all threads in the process would only run on one core of the cpu(s).
