In wonder why that happens. I guess the check does something wrong.

I think the check is only for whether the psycopg connection is actually running a query. But between statements of the same transaction, it isn't. So I reckon busy() should return true until the transaction method has completed its commit or rollback, regardless of what state the underlying connection is in. Now I think about it, this doesn't really explain what I'm seeing, but I'm pretty sure busy() should still do that.
I'll do some experiments and let you know.

Latest code manages connections explicitly. Closing as not relevant any more.
