Laguerre RSI is already included in freqtrade technical library:

technical/technical/indicators/indicators.py

You do need to install this technical library: https://github.com/freqtrade/technical#usage, or when using Docker you can build the image with this file: https://github.com/freqtrade/freqtrade/blob/develop/docker/Dockerfile.technical

Then in your strategy import the indicator:
from technical.indicators import laguerre

And then define your indicator:
dataframe['lrsi'] = laguerre(dataframe, gamma=0.75, smooth=1, debug=False)

well what exactly is failing?

I'll also move this issue to "technical" - as it's a better fit to that section of freqtrade.
