Based on the latest version of Bugbear, looking at "data-Traits" and"data-Actions", it seems some shallow Array objects are allow.
I'm looking more into compendium.js to see how processResult parses the data. I'm also able to see that Roll20 is using the jQote templating engine to output everything.

I've also discovered that data keys prefixed with data- are excluded from the Attributes block. The keys that contain data- prefixes are usually text that requires some processing or is only rendered explicitly. In the Bugbear example, there is data-Traits which is formatted and rendered only on the Formatted Attributes block
