pww is just a fun project that I maintain in my spare time, which started out as a proof of concept, I don't actually use it for anything (I'm a Java developer).
Inserting attributes via the insertAttributeAt method is not considered a common function, you would normally use the Add filter to introduce an attribute. Relational attributes are not common either, most people only use numeric, nominal and string attributes, with the occasional date attribute mixed in. There isn't a lot of functionality in Weka that can make use of relational attributes (pretty much only the RELAGGS filter and some multi-instance classifiers/filters).
Either way, I added insert_attribute and create_relational to this and the Python 3 version of pww using your code (thanks for that!). Feel free to fork the project and then do pull requests.
