This was resolved. It turned out to have nothing to do with firmware. We actually replicated the issue without changing the firmware at all.

It turned out to be internet access causing the behavior. The customer has a complex security/routing environment where we purposefully are allowing very little inbound/outbound internet. The firewall is rebooting because it cannot verify the BYOL licensing by "phoning home" to Fortinet to verify the its license. It can be fixed in two ways. First allow internet access to what ever its attempting to connect to (I do not have a list of subnets this would require but I'm looking). Secondly, you can implement FortiManager. FortiManager can be used to verify licensing without giving individual firewalls internet access.
