This repo is a hugo theme with Example site, (site is a subfolder of a theme), would be best to do the opposite for a starter: site content at root and theme as git submodule in themes/

Sorry but given the current poor performance of this theme it's unlikely that we'll add it as is.

And for the starter theme . We submitted that repo to hugo theme directory . We can not change anything but if you insist I have to create new repo for forestry starter .
