Make the profile of a user with `spam` role inaccessible about forem

Suspended members, moving forward, will likely only be for temporary suspensions for established community members, where we don't want to restrict access to their published entities.

404ing empty profiles was a bit of a hack to remove some of the visibility of spam.

Moving forward this should really be driven by the spam role, so I would keep any existing functionality and we can decide to unpick bits and pieces when we loop back round.

@PhilipHow should we add any kind of notice for admins that the user is a spammer?

@lightalloy If we could show the pill with "Spam" next to the profile, like "Suspended", in red - that would be great. I think spam should take precedence over suspended.

@PhilipHow currently we show profiles of suspended users to all signed-in users, is this still relevant, or should we hide such profiles? We even show suspended profiles for non-signed in users if they have no published content 🤷‍♀️
