I just ran in to this issue as well. I was saving the file (from Excel) as "CSV UTF-8 (Comma delimited)" originally. I saw the other thread and started trying all the different csv formats. Once I switched it to "CSV (Comma delimited)", the file finally uploaded.

It's the Unicode BOM, which is a non-printing character: https://en.wikipedia.org/wiki/Byte_order_mark

Editing the CSV with a tool that can strip the BOM (or show/edit non-printing characters) solves the issue.

I had the same issue. Resolved by removing the DeveloperName column from the csv.

Just adding my solution for anyone else having the same issue (because obviously this hasn't been fixed). I had the same issue when using SF Data Loader to download the csv for upload. The issue is that the SF Data Loader downloads the csv with the fields enclosed in double quotes. It worked for me when I removed all the double quotes (not sure how this would work for values with commas in them, maybe using single quotes instead works?) and this worked. The way I did this was to upload the file into Google Sheets and saved the file as csv. I was initially trying to fix the BOM issue this way, but discovered the double quote issue by accident.
