Since proxmox 5.2, cloudinit is available.
Bootstrap server then could be done this way with proxmox >= 5.2.

Cloud init process is too slow during tests (guest proxmox in virtualbox).
DHCP and static ip binding fail too.
Proxmox does not support ip management and it is not yet planned.
