prevent flash on panning about the-graph

Still getting the flash sometimes.

Noticed that on release there is always one gestureend, then two more gesture (same value), then one more gestureend events:

• not getting the multiple events on end
• changed from events to direct calls

Both of these didn't fix it. Seems random, but easier to get on the tablet.

Seems fixed on desktop, but still flashes sometimes on tablet.

Strange, gestureend is only getting hit once, but panned is getting called twice.

OK, it was called from zooming/zoomed, which is also called on gesture/gestureend.
