Israel phone number format support about phony

@taf2 - I have implemented israelian support in my fork of Phony mobino@79c2c3b

I haven't merged that into the main branch, because my fork has a number of additions (length validation) that will go into Phony 2.0. Until then, you can use the code in my commit (and ommit the

length( .... ) 

line in the definition of the israelian code.
