Are you calling AudioEngine.Update()? The problem is that audio sources are not getting cleaned up, as they should in these two spots:

The first is for sounds played by a Cue, while the second is for SoundEffects. SoundEffects I would expect to always get cleaned up, since that happens every Tick, but if Cues are not updated by the AudioEngine, you will get this leak.
If you want to debug this, track these SoundEffectInstance pools.

Doh! You nailed it on the first try. It works fine after I added the call to AudioEngine.Update.
I never used XACT before, and the quick example I had looked at to write my test was missing that important detail.
