The FSF recommends a COPYING file with the license. LICENSE is another popular name for the file, but FSF specifically recommends COPYING in its "How to use GNU licenses for your own software" guide: https://www.gnu.org/licenses/gpl-howto.html . I don't know where the idea for a NOTICE comes from.

As for the notices, the sentence after the one you quote describes what we already do:
To do so, attach the following notices to the program. It is safest
to attach them to the start of each source file to most effectively
convey the exclusion of warranty; and each file should have at least
the "copyright" line and a pointer to where the full notice is found.
