I encountered this before. I had to change our CI directory: #2855
I recall that at the time PETSc and SLEPc were both making significant changes to their build systems. It's possible that this would go away if we updated our forks.

Has this issue gone away now that we have updated our forks?
If not I would suggest this issue be raised with upstream SLEPc.
Maybe we could add a check to the installer to terminate before any packages are installed if the installation directory string contains "build".
