Turns out this is a problem in how we select the quadrature degree for TFEs.

Fixed in https://bitbucket.org/mapdes/ufl/branch/TFE_degree_fix or https://bitbucket.org/mapdes/ufl/branch/TFE_degree_hack - both fixes have their issues.

afaiu TFE_degree_fix is very inefficient for TFEs but doesn't affect "regular" elements whereas TFE_degree_hack is a little bit inefficient for all element types. Not quite sure which of these is less bad. And neither is the correct fix, is it?
