Hey @Wes1324 - there is no way to determine if permission has been requested from the user like with iOS. This is a limitation of android and I have created a PR to update the documentation to reflect that.

Having a look at the pub plugin permission handler which is a more comprehensive permission handler, it appears to have the same limitation on android (example is for camera but presumably works the same for notifications). From the docs:

var status = await Permission.camera.status;
if (status.isDenied) {
  // We haven't asked for permission yet or the permission has been denied before, but not permanently.
}
